- Migrate github-release pipeline to 1ES governed template.
- Fix failing agent test (URL needed updating).
* Switch to shared pool which is compliant. Builds use linux and sdl uses windows agents. * Publishing artifacts is moved to the intermediate yaml. The migration tool did this and I kept it that way. This required some folder renames to make them unique. * Download artifacts: enable globstar and download only the required files (tar files). * 1804 build: Move to container since the shared pool has only ubuntu 20.04 or ubuntu 22.04. * Delete release-native template since it is unused now. * Commit new suppress file from false-positive run. Remove old ones since they are not used by the current toolset.
