ci(cla): fix check for who made CLA comment

Description of changes

The check here would look for the words @microsoft-github-policy-service agree to see if we already signed the CLA. But the original CLA comment has that, so the check would think we signed it. Gate the check to see if we (the bot) signed the CLA.
