Expand Azure MCP Server to Government and Sovereign Clouds! 🛠️

This update adds Sovereign Cloud support for Azure MCP server, introduces Azure Migrate platform landing zone tools for configuration management, and includes Azure Managed Lustre blob import operations. It also adds Advisor recommendation listing, UVX support for Python workflows, and significantly improves performance when using the --version flag.
