New Compute Capabilities, Monitor Enhancements, and Tooling Improvements ⚙️📊🧠

This release introduces new compute management capabilities for deleting virtual machines and VM scale sets, expands Azure resource visibility with new container app and resource group listing tools, and enhances Azure Monitor instrumentation with framework-aware onboarding and guided enhancement workflows. It also improves default subscription handling, refines tool descriptions for better LLM selection accuracy, and standardizes tool naming and response models to improve consistency and reliability across the platform.
