Expanded IoT Hub, Resilience, and Azure Backup capabilities

New Azure IoT Hub device/query tools, Resilience Management drill operations and recovery-plan validation, selective disk backup support with protection updates, optional structured MCP output, and --disable-proxy-tools server option. Retry-policy options removed across all toolsets.
