Fixed issue
Fix Callable Statements with prepareMethod=none#3073
What was fixed: Procedure-call parameters for dates, times, timestamps, and decimals with precision greater than 18 or scale greater than 6 are now written as plain literals when prepareMethod=none is used.
Who benefits: Applications executing callable statements with prepareMethod=none and affected parameter types.
Impact: Prevents invalid CAST(...) expressions from being emitted in EXEC argument lists while preserving typed parameter handling for other statements.
