I thought we would move this to the README file at the root level (e.g., the Deployment section) and remove it in TF and Bicep READMEs. Both TF and Bicep deploy the same services so the limitations apply regardless. Having this in READMEs for TF and Bicep will force us to update in two places instead of just one.
Also, computer_vision_service_location and other variables with underscores do not exist in Bicep.
