This PR updates Petri’s Hyper-V backend logic for enabling COM3 so OpenHCL logs can use COM3 on ARM hosts when the Windows build is sufficiently new, and refines the minimum working Windows build threshold on x64.
Changes:
- Add host Windows version logging and compute COM3 enablement based on per-architecture minimum Windows build numbers.
- Enable COM3 on AArch64 when the host build is new enough, instead of hard-disabling non-x64.

When running on a sufficiently new build, ARM tests will also use COM3 for OpenHCL logs. Also tracked down the specific build number where COM3 works for X64. This change should have no effect until the runners are updated.
