pac admin set-runtime-state --runtime-state AdminMode --background-operations Enabled not working properly

Describe the bug
Setting environment to 'AdminMode' with background operations 'Enabled' does not work.
Background operations are disabled.

To Reproduce
Steps to reproduce the behavior:

1. Run pac admin set-runtime-state --runtime-state AdminMode --background-operations Enabled
2. Open Power Platform admin center and check result

Expected behavior
Background operations are enabled.

I figured out, that there is a workaround. If you run it twice then you'll get the right result (maybe just a coincidence)

pac admin set-runtime-state --runtime-state AdminMode --environment https://sample.crm4.dynamics.com/ --background-operations Enabled
