Steps to reproduce
When I right-click blank space inside a File Explorer folder and select "Open in Windows Terminal", the new Terminal window spawns behind the File Explorer window instead of popping up on top and gaining foreground focus. I have to manually click the Terminal window to bring it forward.

Terminal window loads in the background, completely covered by the original File Explorer window with no focus.
