Windows Terminal launched via File Explorer right-click context menu opens behind the File Explorer window

Steps to reproduce

When I right-click blank space inside a File Explorer folder and select "Open in Windows Terminal", the new Terminal window spawns behind the File Explorer window instead of popping up on top and gaining foreground focus. I have to manually click the Terminal window to bring it forward.

Expected Behavior

No response

Actual Behavior

Terminal window loads in the background, completely covered by the original File Explorer window with no focus.

Could this be related to how Windows Terminal is handling the focus on launch events triggered by the context menu?
