Steps to Reproduce
1, Clone existing agent
2, Make changes to instructions in VSCode (using GitHub Copilot for example)
3, Make sure instructions are longer that 8000 characters supported by Copilot Studio web editor
4, Push instruction changes to Copilot Studio
Actual Behavior
Copilot Studio extention is able to push instructions longer than 8000 characters long - Agent seems to work properly with those, but instructions are no longer editable in Copiot Studio web editor as that editor limits user to put instructions longer than 8000 characters.
Expected Behavior
Copilot Studio extention should limit pushing instructions changes beyond 8000 charaters if that is not supported by Copilot Studio. If it is supported beyond 8000 charaters and limitation is only on Copiot Studio web editor, extention should let the user know that instructions will no longer be editable in Copilot Studio web editor.
