Reword "Secondary Side Bar" docs for default-visible state - #9540

Updates the Custom Layout documentation to reflect the current default visibility behavior of the Secondary Side Bar (visible in workspaces, hidden in empty windows) and points readers to the relevant setting.
Changes:
- Add a note explaining the default Secondary Side Bar visibility in folders/workspaces versus empty windows.
- Reword the “show Secondary Side Bar” instruction to account for it potentially being hidden.
- Remove a later, now-redundant sentence about configuring default visibility.
