Add keyboard shortcut Ctrl-Enter for finishing comment

In the Github web UI, I can finish a comment by pressing Ctrl-Enter. This is super helpful, it would be great to have the same in VSCode. Going to the mouse, finding the "comment" button, just takes too long

This actually ended up being a bug in VS Code: microsoft/vscode#151739

You should have the ctrl+enter keyaboard shortcut available in VS code insiders now.
