Comments on PR don't appear in comments view

1. Open a PR which has comments that were left on the PR as a whole rather than a specific line in a file
2. 🐛 comments panel says there are no comments, but the comments are rendered in the PR description

We don't have a concept of non-file related comments in the comments view or comments widget.
