Error opening a notification

The issue is: microsoft/vscode-copilot-release#7861

1. Install the latest pre-release version of the extension
2. Look at your notificaitons and note which repos you have notifications for
3. Open a clone of a GitHub repository that is not the same as at least one of your notifications.
4. Open the Notifications view
5. Click on a notification that is for a repo other than the one you have open
6. Verify that the notification opens without error.
