It was pretty hard to get the agent to select the active PR tool. It seems that I had to use the word "pull request" instead of "PR" and maybe the text "current" vs "active" made a difference. Would be nice if the model picked the tool more often, maybe the tool description could include PR or somehow capture a broader use?
