copilot created file doesn't exist when on branch

Testing #6832

1. get copilot to work on an issue
2. open the branch it created for making those edits
3. look at the changes in the PR, click on a file that it created (is a new file)
4. 🐛 error is shown that the file doesn't exist

It seems to actually not have any of the edits made on the branch visible in the editor. Here you can see the diff view for the PR on github.com and then in vscode and the edit made isn't in vscode

another note, when I click on a commit and then on the files changed in the commit I can view the changes with the diff

OK sorry! One final update, I clicked the "refresh" button in the GHPR view and nothing happened to the original issue reported (not seeing edits). Then I went to the source control view, fetched changes, and returned to the GHPR view. This fixed the original bug and I could now see the edits (including the new file) from the file view

Not actually Copilot specific. To verify:

1. Create a PR.
2. Check out the PR in VS Code
3. Go to vscode.dev or another local clone of the same repo and add a new file to the PR
4. Go back to your original checkout of the PR and use the refresh button in the "Changes in Pull Request #xyx" view
5. Verify that the new file shows in the view and works when you click on it.
