Unclear how to comment on or interpret single line changes

Using latest VS Code Insiders, GHPRI pre-release, and Copilot Chat pre-release on Windows 11.

• Check out PR in VS Code Insiders
• Open Changes from PR overview
• ❓ I'm unclear how to add comments to single line changes. I see a + when I hover over multi-line changes

Though when I visit the PR in the browser (https://github.com/microsoft/vscode-pull-request-github/pull/7317/files), I don't see changes highlighted on lines 69, 72, or 208 as shown in the recording of VS Code? So maybe my understanding of what the red and green diffs on these lines means in the editor is part of the issue?

The changes that don't show on github.com are changes that are not in the PR. It looks like you have some local changes, so they're probably local change.
