When using the extension with a GHE environment with submodules, extension does not load PRs properly

Steps to Reproduce:

1. Have a repository in GHE containing a submodule in GH
2. Click in the extensions and try to load the open PRs
3. Login will ask to access PRs but instead of asking for the GHE permissions, it asks for the GH permissions
4. PRs from GHE does not load

Workaround:

• File -> Preferences -> Settings
• Search for "github submodule"
• Check off "GitHub Pull Requests: Ignore Submodules"
• Restart VS Code.

We definitely don't support this at the moment. Credentials are per workspace, and if the submodule requires different credentials then we won't use the correct credentials.
