Pull request overview
Adjusts overview webview initialization to avoid wiping state during panel restore, improving the experience when VS Code revives Issue/PR overview panels.
Changes:
- Only sends the
pr.clearmessage when there is an existing_item, preventing unnecessary clearing during initial restore/creation.
