A new setting workbench.secondarySideBar.defaultVisibility allows to configure if the secondary sidebar should be visible by default or not when opening a new workspace or empty window. Go through all the setting values and verify it works as advertised, both as user setting, profile or workspace setting.

Benjamin Pasero (@bpasero) Works correctly on Windows. When used as a workspace setting, the values visibleInWorkspace and visible have the same effect, which makes sense. I assume we can't limit the available values when it's used as workspace setting?

I think we could, but we generally stay way from changing settings like that.
