Review the new value visibleInNewWorkspace for the workbench.secondarySideBar.defaultVisibility setting. Verify that once enabled and you open a workspace (either folder or multi-root workspace), the secondary sidebar shows on startup. Verify that it from then on tracks visibility as workspace state, i.e. hides in the workspace if you hide it.

I find that the difference between visibleInWorkspace and visibleInNewWorkspace is very confusing. No matter which I set, it will be visible in a workspace the first time I open it, then it will restore whatever state I had it in when I re-open the same workspace.
