Add option to delay terminal launch until all extensions are loaded

Currently there's no way to prevent this terminal warning:
The following extensions want to relaunch the terminal to contribute to its environment:
Gemini CLI Companion
Qwen Code Companion

What about an option to delay terminal launch until all extensions are loaded?

If they did it right, this is meant to be a one time thing right after you install the extensions. For ambient contributions that are meant to remain across extension updates/workspaces, environment variable contributions should be done at a global level, then you can maintain a file that is replaced when the extension updates.

You very rarely see this from the Copilot extension despite copilot-debug being added because it does this. You can see a reference implementation here:

Also note there's a feature to relaunch the terminal after this happens when that's possible without data loss. We may be able to expand the cases this applies to, but the basic idea is if there's no interaction with the terminal then it will automatically relaunch.
