Theme color tokens don't apply after the latest update

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.111.0
• OS Version: Windows 10, Arch Linux

Steps to Reproduce:
After the latest update, some color tokens are no longer applied, making parts of the UI hard to see in my custom theme.
Here are the affected tokens:

• "menu.border" (only affects the right-click context menu)
• "menu.selectionBackground"
• "menu.selectionForeground"
• "editorStickyScroll.shadow"

This is still happening in 1.124.0. It appears the menu selection foreground and background tokens stopped being used in commit a6bcce1, which was merged in #297703. It's specifically the change to the file src/vs/platform/theme/browser/defaultStyles.ts on line 247 and 248:

-	selectionForegroundColor: asCssVariable(menuSelectionForeground),
-	selectionBackgroundColor: asCssVariable(menuSelectionBackground),
+	selectionForegroundColor: asCssVariable(listHoverForeground),
+	selectionBackgroundColor: asCssVariable(listHoverBackground),

It now uses the list.hoverBackground and list.hoverForeground tokens instead, however the documentation at https://code.visualstudio.com/api/references/theme-color#menu-bar-colors hasn't changed.
