  Error message displayed in Copilot Chat:
  "Language model unavailable"

Additional context:

• Copilot Pro subscription is active
• Issue persists after sign out / sign in
• Extensions are up to date
• VS Code window reloaded
• Tested with and without VPN

Steps to Reproduce:

1. Open Visual Studio Code
2. Open Copilot Chat panel
3. Enter any prompt (e.g., "Explain this code")
4. Submit the request
5. Observe the error: "Language model unavailable"
