Help >> About does not link to changelog

There is no simple access to the VSCode changelog. The Help >> About menu selection should link to the current changelog. The Check For Updates selection should also show a link to the change log both when there is and is not an update available.

It adds Release Notes links to:

• Help → About
• Check for Updates (both when an update is and isn’t available)
