Open in Code not showing when installed via winget

Does this issue occur when all extensions are disabled?: not applicable

• VS Code Version: 1.128.0
• OS Version: Windows 11 - 10.0.26200

Steps to Reproduce:

1. New machine
2. Install VSCode via Winget
3. Try open a folder say C:\code using the right click menu

Thanks for creating this issue! It looks like you may be using an old version of VS Code; the latest stable release is 1.130.0. Please try upgrading to the latest version and checking whether this issue remains.

I think this will affect any version installs via winget & may also affect non-winget installs too

This needs your submission to the winget-pkgs repo to include adding both of the "Open with Code" actions to the Windows Explorer Context menu as part of the default install, which is what most users would want and expect.

I can confirm that having installed manually and checking the 2 boxes I get the desired result that should be the default as part of installing via winget
