Upgraded to v1.131.0 and still no message is generated.
The GitHub Copilot Chat log shows the following:

I'm having the same issue.

Environment:

• OS: Fedora Linux (Wayland)
• VS Code Version: 1.131.0

Description:
The issue persists in version 1.131.0. Clicking the "Generate Commit Message" button and still no message is generated.

After checking a bit, I see that my CPU usage goes up causing laptop temperatures to exceed 80°C until the process crashes completely. System logs (systemd-coredump) capture a Signal: 11 (SEGV) Segmentation fault inside /usr/share/code/code. No message is ever populated in the source control input box.

I'm having the same issue on Mac and WIndows clients. Commenting out:

• github.copilot.chat.commitMessageGeneration.instructions, and
• github.copilot.chat.pullRequestDescriptionGeneration.instructions

Started occurring the other day. Once these are commented out it will generate commits and PRs, but not in the format that I want with my custom instructions.

I have updated to the latest stable version and problem persists.

Sorry for the unclear mention. The comment I linked as workaround shows two options:

1. If you remove the custom instructions by commenting them out, the generate commit message button will work again.
2. If you need the custom instructions (like me), then you have to add the following to your config:
   "chat.utilitySmallModel": "copilot/gpt-5.4-mini"
   This line will bypass the gpt-40-mini model which produces the error for me according to the logs.
