Show total success/fails when using upgrade --all

Description of the new feature/enhancement

When running winget upgrade --all it would be nice to see a line after the last install that shows the total number of successful upgrades and the total number of failures. Something like:

Total Successful Upgrades: 23
Total Failed Upgrades: 0

Documenting current behavior. Today winget upgrade --all reports per-package progress as it works through the list (e.g., (3/23)), and it reports counts of packages skipped from the --all run (unknown installed version, packages requiring explicit upgrade, and install-technology mismatches). If any package fails, the command returns a non-zero exit code (UPDATE_ALL_HAS_FAILURE).

What it does not do is print an aggregate summary line at the end with the totals, e.g.:

Total Successful Upgrades: 23
Total Failed Upgrades: 0

The information needed is already tracked internally (each package's success/failure is known during the loop), so this is a well-scoped output enhancement - primarily aggregating the per-package results into a closing summary plus the associated localized strings.
