PlayStation controllers endlessly scroll Windows menus #38

I recently discovered that any DualShock 4 or DualSense controllers connected to my Windows 11 desktop will try to navigate certain Windows menus, like the sound settings when you click the speaker icon in the bottom right corner of the Taskbar, or the list of devices if you double-click the Bluetooth icon. It feels like the controller is always holding down on the d-pad or on the left joystick to scroll all the way to the bottom of the page infinitely, but I actually think it's the right trigger doing this by acting like it's holding Page Down, if looking at gamepad tester software is any indication. It only does this in certain Windows menus and on gamepad tester software; it doesn't do it in any games, it doesn't do it in the Steam client, and it doesn't do it in the controller setup program that's built into Windows. (Steam was not running when I was observing this behavior in the Windows UI, so it's definitely not because of Steam Input.) This behavior happens on multiple Windows 11 machines, and I know it wasn't doing it before.
