Changes in the RPM

• Add patch to fix Qt6 GuiPrivate linking errors

While this upstream release has no relevant changes for Linux, I took the opportunity to include 2 upstream PR patches I have been using myself for a while now:

• obs-ffmpeg: Add ROI support for VAAPI obsproject/obs-studio#10136
• plugins: Set missed default bitrates to 6000 kbps obsproject/obs-studio#12701

It is also available on the PackageCloud-Repo.
