Reddit Oauth still getting Gated + How to add the file description into filename

I created a Oauth to Reddit, and keep the token open. But I am still getting the rate limit.

Is it possible to add the individual description from a picture within an album into the filename when downloading?

You're still not using your own access credentials, some step in your setup process must've gone haywire.

I ran the oauth and signed into reddit and authorized the gallery-dl
Is there any other steps I am missing?

I'm not sure if it's because I am using the windows gallery-dl.exe.
I now installed to my PATH with a pip install, and am trying to following these steps. but I am confused to where the configuration file is to place the "client-id"

login and visit the apps section of your account's preferences
click the "are you a developer? create an app..." button
fill out the form, choose "installed app", preferably set "http://localhost:6414/" as "redirect uri" and finally click "create app"
copy the client id (third line, under your application's name and "installed app") and put it in your configuration file as "client-id"
use "Python::v1.0 (by /u/)" as user-agent and replace and accordingly (see Reddit's API access rules)
clear your cache to delete any remaining access-token entries. (gallery-dl --clear-cache reddit)
get a refresh-token for the new client-id (gallery-dl oauth:reddit)

I've re-read the Oauth. And I missed a portion about the refresh-tokens.
I have now created a "config.json" as a copy of the default configuration [docs/gallery-dl.conf] (https://github.com/mikf/gallery-dl/blob/master/docs/gallery-dl.conf) and added it to %APPDATA%\gallery-dl\config.json
Then added the refresh-token into:

One thing it seems that the default client ID is being used instead of the one, I placed in the "config.json". I was reading another help thread and this might be an issue?
For the user-agent, the : I used the name of the developed application that I created in reddit, not sure if this is correct.
But still I am getting timed for the rate limit reset. Any insight would be much appreciated.

I finally got it working! And also why I am very bad at coding, it seems I forgot to add the "" quotations for the values in the config.json. ><
