Implement Basic Usage Analytics #344

@DenWav

Description

@DenWav

I have a general guess of how many active users I have based on download statistics, but I'd like to have a more accurate view of active users if possible.

I'd like analytics to be simple (only keeping track of active users, and the version of IntelliJ they are using), and publicly accessible (rather than using something like Google Analytics). I hope something like that would be okay with people using the plugin, but I could add an opt-out feature of course.

Package this up with a basic web front-end and make it a library and maybe other IntelliJ plugins could benefit from it too.
