Support notifyCommandListener method for translation keys

Currently, the CommandBase#notifyCommandListener method doesn't get it's translationKey argument treated in the same way as TextComponentTranslation, CommandException & other translationKey-using classes do.

I'd say this is closely related to, but not duplicating #381
