Release: design personas and review-contract sharpening (working-process 0.12.0, standards 0.3.0, project-memory 0.3.0)

Two work streams accumulated on develop since the 0.11.0/0.2.0 release, minted here per the release-time bump rule.

Design personas (working-process 0.12.0)

Implements docs/specs/2026-07-28-working-process-design-personas-design.md:

• System designer persona alongside the architect — parts, contracts, state, behaviour under load, observability, technology choice — single-sourced in SYSTEM_DESIGNER_PERSONA.md, with shared duties, the persona boundary, and the consultation contract held once in PERSONA_COMMON.md.
• Two verdict-free consultation agents — architect-consult and system-designer-consult: one briefing in, one contribution out, from a fresh context, dispatched named and in the background on the most capable available model; never a verdict, nothing stamped.
• system-designer-session skill — the interactive counterpart, mirroring architect-session.
• Surface arbitration — trigger phrases and counterpoints across the agent/skill descriptions, an ask-on-ambiguity rule, and dispatcher duties consolidated in the workflow rule with a consultation consent offer.
• plan-adversary sources its standing duties from the shared persona file; ADR 0001 records persona independence; glossary gains the persona terms.
• Post-plan amendments recorded in the spec: repo-root domain-artifact resolution, dispatcher duties placement, English-only trigger phrases (repo-hygiene exception narrowed back).

Review-contract sharpening (working-process 0.12.0, python-standards 0.3.0, salesforce-standards 0.3.0, project-memory 0.3.0)

Implements docs/specs/2026-07-23-review-contract-sharpening-design.md:

• Review-reports contract — finding unit, citation rules, and the justify clause; review commands dispatch their reviewer agents in the background with a probe-gated first-create check.
• Grading cascade hardening in both standards plugins — plugin-level rule: none handling; the rerun loophole of inheriting a prior report's counting policy is closed.
• Declared-instruction signal — an explicit project instruction now counts as the first-create tracked/ignored decision (working-process convention + project-memory rule).

Process trail

Both streams spec-driven: specs grilled and architect-reviewed (concerns resolved), plans adversary-reviewed (design-personas: two Fable 5 rounds, concerns resolved), task-by-task implementation, final verification sweeps passed. Contract sharpening passed a three-round dogfooding gate; design personas were dogfooded under the -dev.design-personas discriminator (four rounds of fixes).

Versioning

One bump commit sized by accumulated change per plugin (all minor): working-process 0.11.0 → 0.12.0, python-standards 0.2.0 → 0.3.0, salesforce-standards 0.2.0 → 0.3.0, project-memory 0.2.0 → 0.3.0. All -dev prereleases stripped.
