Changelog entry for the session-02 tech-debt sweep, version bump 0.2.0 -> 0.3.0 (new features + two breaking public-API changes, both listed), README test counts synced and circuit breaker added to the feature list. The X-Request-Timeout header stays out of the README API reference per TD-2026-07-08's binding trigger.
