Fix the plateau LR scheduler

We need to pass the validation metric to $step().

Other things to improve:

• Some lr schedulers expect something like total_epochs (lr_one_cycle). This should not really be a parameter but determined from the learner configuration: remove this as parameter and set it automatically
• improve the tests
