Add bounded WSS first-adjacency transport, move WebRTC negotiation entirely inside authenticated FIPS, preserve FSP across path upgrade, and remove the kind-21060 Nostr packet carrier. Nostr relays remain optional for signed peer adverts only.

This release carries generic link negotiation over the authenticated FSP service, removes the accidental WebRTC-only negotiation message, bounds unsolicited offer handling, and makes clean TypeScript builds reproducible. Cross-package dependencies resolve to this immutable release bundle.

Interoperability

The complete TypeScript unit suite and all 14 browser Playwright cases pass against native FIPS 0.4.1 (5af4f0d02108dcca7b967934230aa6a69abc95fa), including real Rust WebRTC traffic, disconnect, replacement-page, and reconnect coverage.
