Update @hashtree/fips-transport to 0.4.16 for FIPS runtime 0.0.45. The adapter requires core 0.0.45 and WebRTC 0.0.50, and uses WebSocket 0.0.7 so applications share one core runtime. Worker, pubsub, stored data, and identity formats are unchanged.

Validation: adapter build and dist verification, 28 tests, lint, packed source-map checks, and a clean consumer import of root/browser/worker entrypoints with one shared core. The underlying FIPS release passed current and legacy native interoperability and retained-identity reload tests.
