EWR G/A wrong controller

Go arounds from EWR split (P, H, A, N, F) are handed off to Yardley (5P) instead of departure (5N).

Handoff to 5N was intiated automatically from 5P but still need to do FC manually on 5P side

Thanks for reporting! As I think about it, I think vice (foolishly) hands them back to the last approach controller who spoke with them, but I'll have to dig into it.

I realize there is a related bug where at LGA go-arounds almost never go to the departure controller since arrivals land on an intersecting runway with departures. So the fix for this should also provide a mechanism for LGA to get it right as well.

Thanks Matt, kind of weird if I think about it. It seems to be giving to the main controller (Yardley)? Since the last controller was Final.

Fixed in 810defb; now which controller they should go to can be specified in scenario JSON.
