feat(client): command palette covers every page and can trigger a routine inline

The ⌘K command palette was missing the Reliability and Machines pages, and
selecting a routine only opened the generic Routines list instead of that
routine. It now lists all six pages, deep-links a selected routine straight
to its history (reusing the existing ?history=<id> link), and adds a
⌘⏎/⚡-button quick action to trigger a routine without leaving the palette.

Enable clippy::stable_sort_primitive lint, rejecting stable sorts on primitive slices in favor of the faster unstable variant (#1396).

fix(client): re-pin typescript to ^5.9.3, undoing the dependabot ^7.0.2 bump (#1311) that broke generate:api again (openapi-typescript crashes with ts.factory undefined under TypeScript 7, the same regression already fixed once in #1250). This was blocking every client (typecheck + lint) and client (vitest) CI job on main.

feat(client): export the current Routines table view to CSV (#1404). Adds an EXPORT CSV toolbar action that downloads whatever rows the active search/facet filters, sort, and group-by have already narrowed down to — title, schedule, agent, machines, tags, status, next/last run timestamps, and flag count — using only fields the existing GET /routines response already returns.
