What changed

Remove the three suggestion chips from a brand-new chat while keeping the Möbius mark and “What’s on your mind?” invitation. The composer remains the single obvious starting point.

Existing work checked

Searched Möbius PRs and issues for empty-chat prompts and quiet empty states; no overlapping work was found.

Two thorough review rounds complete on exact head 1a34261cfa231f0e89cf6cab583b722d4cd61076. Pass 1 checked the empty-only boundary and confirmed populated, loading, restored-draft, and error states are untouched. Pass 2 checked focus order, composer prominence, responsive behavior, reduced visual noise, and regression strength. Six focused tests, production build, and every hosted check pass. No finding; recommendation: merge.
