Cherry-picks two unmerged upstream fixes from mode-io's open PR mode-io#42 (Fix-Scan-Config-page), adapted for our fork's layout: - McpHarnessLogoStack: show writable-but-disabled harnesses (dimmed) so MCP server cards mirror the Skills in-use coverage UI. - SkillInUseCard: replace the read-only HarnessChipStack with an interactive HarnessToggleStack so harnesses can be enabled/disabled directly from the card. - Scan config delete confirmation: replace window.confirm with the app's ConfirmActionDialog pattern. Re-targeted at ScanConfigSection.tsx (under Settings) since our fork moved scan config there after 9eca1a9; upstream's patch still targeted the old standalone ScanConfigPage.tsx.
