Re-charters the auth-ig along the lines of the "how we work" proposal presented at the Aug 3 auth-ig call: centralize MCP authorization work in one venue and use the regular call to present spec work for feedback.

Changes to docs/community/interest-groups/auth.mdx:

  • One chartered venue. Mission reframed: the charter defines scope, discussion and rough consensus happen in one channel and one call, and the work products are drafts and demos rather than new standing groups. SEP/draft/demo feedback is explicitly in scope; accepting SEPs stays out of scope (normal sponsor + Core Maintainer path).
  • Agenda-driven meetings. Biweekly slot kept; agenda agreed each time in an #auth-ig thread, time slots handed out, thin agenda cancels the call (as done Jul 20).
  • One channel, threads per topic. The six #auth-wg-* channels plus #enterprise-managed-auth-ig are listed as archived, with where each topic continues (existing #auth-ig threads: DPoP, WIF, SEP-2643/FGA, tool scopes, EMA interop).
  • SEPs and demos, not standing charters. Records the two standing questions asked of every problem pitch ("is this a problem worth solving?" and "does it belong here?"), then the normal SEP process. Contributors already meeting on a topic can keep doing so and report back as agenda slots; a separate WG remains possible via the standard process but is the exception.
  • EMA folded in. EMA interop reports move into scope here; enterprise-managed-authorization.mdx gets a note that the IG is folded into auth-ig (page kept for reference rather than deleted + redirected, happy to switch if reviewers prefer).

Open points for reviewers:

  • Whether #auth-wg-fine-grained-authz should archive now or after SEP-2643 lands, given it has its own meeting cadence.
  • Governance still asks for an agenda/notes link in GitHub Discussions; the charter keeps that as a cross-post only, with Discord as the working venue.

Fold the auth-wg-* sub-group channels and the Enterprise-Managed
Authorization IG into #auth-ig with one thread per topic, make the
biweekly call agenda-driven (slots requested and handed out each time,
thin agenda cancels), bring SEP/draft/demo feedback explicitly into
scope, and record the two standing questions asked of every problem
pitch before a SEP is drafted.
