Adds the planning artifacts behind the org promotion effort.

docs/superpowers/specs/2026-06-24-promotion-strategy-design.md

The full 6-phase, users-first growth strategy, grounded in a promotion-readiness
audit of all repos. Key decisions captured: engineering is solid so the work is
polish + reposition + connect; modern-di is positioned as the DI future
(that-depends stays stable/maintained); foundation-first sequencing into a
one-shot launch. Includes success metrics and a phased delivery split.

docs/superpowers/plans/2026-06-24-org-community-health-defaults.md

The first implementation plan (Phase 0 foundation hygiene) — executed in
#12 (org-wide .github community-health defaults + Litestar casing fix).

Subsequent plans noted in the spec: metadata hygiene sweep (Plan 2) and
positioning + README rewrites (Plan 3).
