Deterministic verification lifecycle

  • Added nexus verify for deterministic verification during VERIFYING and FINAL_VERIFYING, with fresh post-impact checks and evidence sealing.
  • Verification progress now tracks PENDING, RUNNING, PASSED, FAILED, and TIMED_OUT states in run state.
  • Failed verification stays in the verification state for inspection and repair instead of redispatching reviewers.
