feat: Implement core functionality for Lunar Notes application

- Add main application logic in `lib.rs` including file operations (open, save, new).
- Create a simple UI in `App.jsx` with dropdown menus for file actions.
- Integrate state management for current file using Mutex.
- Configure Tauri settings in `tauri.conf.json` for application metadata and build settings.
- Style application with Tailwind CSS in `App.css`.
- Add dropdown components for file actions in `DropdownItem.jsx` and `DropdownMenu.jsx`.
- Set up Vite configuration for development and build processes.
- Include React and ReactDOM for rendering the application.
