Keymap shows wrong layer for symbols when Caps Lock is enabled

Current Behavior

Setting keymap keys to full, keymap legend style to dynamic and enabling Caps Lock shows the shifted layer for the top row (e.g., 1 turns to !), even though pressing that key still outputs the symbol in the default layer.

Expected Behavior

Symbols should not change, unless shift is held.

Steps To Reproduce

1. Set keymap keys to full
2. Set keymap legend style to dynamic
3. Enable Caps Lock
4. Notice how the top row changed to the shifted layer

Quoting Wikipedia:

Exactly what Caps Lock does depends on the keyboard hardware, the operating system, the device driver, and the keyboard layout. Usually, the effect is limited to letter keys.

It does say that it depends on factors which we can't detect, but it also says that it's normally limited to letter keys (which is what I found on my keyboard). This was also the behavior before the solid keymap refactor.
