The 7 cores rebuilt with retro_cheat_set/_retro_cheat_reset exports carry new
wasm but were still 0.1.0 — publish-all skips already-published versions, so
they'd never reach npm and romdev-mcp would pull the old no-cheat cores. Bump
fceumm/gambatte/gpgx/prosystem/vice + platform-snes/atari2600 to 0.2.0 (new
capability: cheat interface) and update romdev-mcp's exact pins to match.
handy + platform-gba unchanged (not rebuilt) → stay 0.1.0.
