HEVC on moonlight not working on kernel 6.12 on both Pi 5 and Pi 4 #1572

Describe the bug

The kernel on Pi OS was updated to 6.12, this included an update to FFmpeg to allow HEVC decoding to continue to work. Now all updated Pi devices running bookworm give this error when moonlight is opened: "No functioning hardware accelerated video decoder was detected by Moonlight. Your streaming performance may be severely degraded in this configuration.".

HEVC decoding does not work in any configuration on either Pi devices.

H.264 decoding seems to be working.

Steps to reproduce

Open moonlight on the latest Pi OS Bookworm.

Yes.

Video decoder:
Force hardware decoding

Video codec:
HEVC (H.265)

  • Does the problem still occur after reverting settings back to default?

No, software decoding works.

  • OS: Pi OS Bookworm
  • Moonlight Version: Latest
  • GPU: Broadcom VideoCore VI & VideoCore VII

Server PC details (please complete the following information)

  • OS: Windows 10 22631.5126
  • Sunshine or GeForce Experience version: Sunshine v2025.122.141614 & Apollo v0.3.2
  • GPU: RTX 3060
  • GPU driver: 572.83

Moonlight Logs (please attach)

I couldn't find the moonlight log file but its a load of FFmpeg errors, some SDL errors, and some Qt errors.

Apollo log:

[2025-04-07 21:56:23.882]: Error: NvEnc: NvEncUnregisterAsyncEvent() failed: NV_ENC_ERR_DEVICE_NOT_EXIST

Additional context

A dev for raspberry pi has commented on this here, at the end of the thread they provide what they say needs to be updated in order to fix this.
